Yes, that’s the serial number.
The model is ‘L46’, though it is not stamped as such. Riihimaki is the town where the factory is.

Your rifle looks in good condition, a nice early one with the left wing safety.
Hard to put a value on it from here, perhaps do a search on the US gun sites to get an idea of what it’s worth.
